Why Does an Open PGWP Have a Job Restriction?
The word open generally concerns the employer relationship. It does not remove every occupation-based condition. IRCC may issue an open PGWP with a restriction when it lacks the satisfactory immigration medical assessment needed for jobs where public health must be protected.
IRCC lists workers in health care settings, clinical laboratory workers, patient attendants, child care workers, workers in primary or secondary school settings, in-home caregivers and similar roles among the examples. This is distinct from a professional licence, degree or provincial registration. Removing an immigration restriction does not make someone a licensed nurse, teacher or early childhood educator. They must separately meet the employer’s qualifications and any provincial regulatory requirements.
It is also distinct from whether the PGWP itself was issued for the correct length. An application to change medical job conditions does not automatically add time to the permit.
Is an Immigration Medical Exam Required for These Jobs?
IRCC says a medical exam is required for a job where public health must be protected, such as health care or child care, regardless of which countries the person visited or how long they plan to stay. Other examination rules may apply based on residence or travel history and the intended duration in Canada.
Review the official temporary resident medical examination instructions. The country list can change, and agricultural rules depend on particular facts. A person should not rely solely on an informal employer statement that “a physical” is enough.
The immigration medical exam must be done by a physician on IRCC’s panel physician list. An ordinary workplace physical, family doctor note, vaccination record or occupational health clearance may serve a different purpose, but it does not replace the IRCC process for changing an immigration permit condition.

How to Remove the Condition From an Existing PGWP

Can You Start the Health Care or Child Care Job After the Exam?
